The database instance pg-1-stable is using a Private Services Access (PSA) connection to connect to another project's network. This also gives the database instance a private IP address. Under the hood, PSA uses network peering to achieve this.

If you change the associated networking's private connection's network, it will cause a five minute downtime to services.

Unable to update the private service network connection

Create private connection "servicenetworking-googleapis-com"

Cannot modify allocated ranges in CreateConnection. Please use UpdateConnection.

Solution is to modify the vpc peering settings through terminal command-line with gcloud .
