GCP CloudSQL instance

CloudSQL instances are virtual machines that only serve databases. Costs for a database instance are double that of a normal instance. The reason why we are not hosting our own virtual machines with databases is because we do not want the extra overhead from supporting those machines. Instead we let Google do the maintenance and support of the instances.
